For schools, Microsoft, the American Federation of Teachers, and the United Federation of Teachers announced contract language that participating U.S. districts can adopt. The stated protections include no training on student or educator data, no sale or repurposing of that data, school control over retention and deletion, human oversight for AI decisions, and plain-language transparency.
Microsoft also points to Behind the Chat, scenario-based resources for people aged 13 and older covering privacy, emotional attachment, dependency, and critical thinking. It says those materials will expand across Europe, Asia, and the Americas beginning in fall 2026.
What remains unclear or unfinished?
The framework is directional, and Microsoft explicitly says its approach will evolve. Buyers still need product-specific answers: which experiences receive an age signal, what data the signal contains, whether an app can infer more than necessary, how errors are corrected, what a teenager can override, what parents can see, and how safeguards perform against realistic failure cases.
There is also a difference between policy, platform capability, and enforceable commitment. The school standard matters because districts can put protections into customer agreements. A general framework has less force unless it becomes a product requirement with documented controls, testing, reporting, and remedies.

Families should create the correct child or teen account, review connected apps and purchase settings together, and agree on when AI should hand off to a person. Discuss oversharing, persuasive responses, emotional dependency, false confidence, and the difference between help and authority.
Schools should inventory every AI feature, document its educational purpose, minimize student data, require human review for consequential decisions, and put retention, deletion, training, security, notice, and termination terms into contracts. Developers should test age signals, default to the least data and authority required, avoid manipulative engagement patterns, and give young users understandable reporting and recovery paths.
The verdict
Microsoft's framework makes a sound distinction: young people need opportunity and protection at the same time. The combination of age-aware platform controls, literacy resources, and optional enforceable school terms is more concrete than a principles page alone.
The next test is evidence.
